Emergency and Mass Food Service

Emergency and mass food service is a core service that we have provided since 2005.  One of many mass food service missions included preparing and serving over 360,000 hot meals in Southeast Texas following Hurricanes Gustav and Ike during a 12 day period as a prime subcontractor under the FEMA IA-TAC II contract.  With 24 hours notice, we immediately mobilized and set up cooking and distribution operations in three cities (Beaumont, Orange, and Crosby).  The Beaumont site and the Crosby site had no electricity or potable water.  We were among the initial first-responders in these areas, overcame significant logistical challenges, and provided much needed hot meals for the people of these hurricane devastated areas.  These contracts initially called for three hot meals per day, were changed twice during negotiations, and ultimately required two hot meals (lunch and dinner) per person per day.  The meals were served in clam shell containers, with utensils, and placed in evacuees vehicles as they passed our distribution points.  Our scope included everything from unloading trailers of frozen food to actual service into clamshells and delivery to churches, neighborhoods, etc. 

We also provided hot meals to numerous temporary housing sites following hurricanes Katrina and Rita in 2005.  Keta’s response then was very similar to that described above in Texas.  We were given less than 12 hours notice to establish a fully functional feeding operation to support three hot meals per day for up to 1,600 hurricane evacuees that were transferred from area shelters in Louisiana. This was accomplished without electricity, potable water, or adequate facilities.  We performed exceptionally under harsh conditions and met every deadline required by our contracts.  In total, Keta operated three separate feeding sites that served over 200,000 hot meals in approximately 6 months.

Keta is uniquely positioned as one of few small disadvantaged businesses located in Louisiana that have direct experience managing the ever-changing and challenging task of performing contingency food service under government-mandated guidelines.  Having the appropriate paperwork and backup is critical when dealing with government-reimbursed funds.  Our reputation as a reliable, quality service provider is unmatched within the regional disaster-response industry.  Keta has experience as a prime contractor directly to the federal government, has worked with other primes, and is a current prime contractor to the State of Louisiana for contingency mass food service at 13 different shelter locations across Louisiana.  Additional information about our past performance projects and our references is available upon request.  

Keta Staff Members

Keta offers staff members who can relate and respond to the diverse needs of those individuals who have been forced to evacuate their homes and seek refuge in a shelter.  The Keta team understands the emotional stress and anxiety these evacuees are experiencing, having managed similar groups for over three years now since Hurricane Katrina.  We have also developed ways to accommodate those with special needs.  Our previous contingency food service and disaster response work had unique human aspects that Keta staff members addressed head-on due to the impact the storms had on individuals.  Our direct contact with the public included coordinating social services, medical services, and special events for evacuees - items completely outside of our contractual scope.

For instance, at the Renaissance Village / Groom Road site, Keta staff coordinated and assisted a number of community groups and organizations to provide a wide range of social services for site residents such as an on-site preschool with six teachers for children ages three to five; a full-service mobile library that not only had books but also was equipped with computers the library patrons could use; a mobile medical unit staffed with doctors and nurses; an on-site mental health team; a mobile dental unit; and a Louisiana Department of Labor booth to assist residents looking for jobs.  Keta also arranged public bus service to the site and established two mobile postal satellite units.  Keta staff even delivered three meals a day to elderly, sick, or shut-in residents.
